Eventually:

1) newbie cities can not be attacked at all
2) newbies can not attack or move into hexes with enemy units
3) enemies that move into newbie unit hexes treat it as clear (but unclaimable)
4) an attacker that has enemy units in its hex will be treated as having an attack rating of 0

Right now, only #1 is functional. Newbie protection lasts for 5 days.

The goal of the above is:

1) to prevent players from rolling up throwaways to block in other players
2) to give new players a chance to build up defenses without getting smashed from day one
3) to give a penalty to players that park their units on top of newbie units

The other items on the list will be added to the code as time goes on.

Is this active yet? As long as you have a noob and an existing player in adjacent squares, What a great way to Seppuku units :)

Nope, only #1 is working. The others haven't gone in yet because I'm considering potential problems and abuses with it.

It's something that will need to be addressed sooner or later because when a clan system goes into place, it'll be possible to get two enemy units in the same hex (clan A unit + clan B unit in a hex, then the clans break their alliance before the units move out of the hex).
